Capacity Development Training on Investment Promotion for Cagayan Conducted

The Cagayan Tourism Office headed by En.P Jenifer Junio-Baquiran, in partnership with the Department of Trade and Industry (DTI) R2- Cagayan, conducted a 2-day capacity development training on investment promotion for Cagayan participated by the Local Economic Development and Investment Promotions Office (LEDIPO) and the Business Permits and Licensing Office (BPLO) from the different Local Government Units (LGUs) in the province of Cagayan on December 6-7, 2022 at Hotel Ivory, Tuguegarao City, Cagayan.
This 2-day training aims to build a strong business reputation and to commit appreciation of a progressive and prosperous Cagayan.
DTI R2- Cagayan Provincial Director, Henry O. Conel, Jr. represented by Ms. Cynthia C. Talattad, Business Development Division (BDD) Chief, delivered the opening remarks as she highlighted the focal point on how to effectively develop the LGU’s potential in market promotion and investment promotion. This is to make a beneficial impact on marketing efforts, consumer perspective, and revenue.
DTI R2- Regional Director, Leah Pulido Ocampo represented by Mr. Winston T. Singun, DTI R2- Assistant Regional Director, firmed his message on how the LGUs will strategize their accomplishments and for the investors’ businesses to go beyond with the needs and expectations that will flourish a vibrant economy.
Our beloved Governor Manuel N. Mamba, represented by Atty. Charo Mamba-Villaflor, Provincial Administrator, enlightened the participants with the importance of finding new products and services that will spread opportunities and to establish new economic hubs in the province. “Human population as a resource, not a problem,” she said. This is to put emphasis on making human resources as investors to the economy’s profitability and long-term success.
Mr. Cloyd Velasco, President of Clovenbil Corporation, one of the resource speakers during the first day of training, introduced the expectations of investors. He shared the significance of supporting the Philippine Chamber of Commerce and Industry (PCCI) in improving not just the quality of life but the quality of local products, and to create infrastructure as a growth key in achieving higher economic development. Likewise, Ms. Kristine Iris V. Ceballos, Mall Manager of SM City Tuguegarao, shared the important factors on why a good infrastructure is beneficial to all kinds of businesses.
En.P Jenifer-Junio Baquiran, Office-In-Charge of Cagayan Tourism Office, discussed the purpose of Cagayan Investments and Incentives Code as an umbrella for the Provincial Government of Cagayan for investment promotion. This will aid the LGUs in enabling an environment for businesses to expand, proliferate through investment incentives, and in making policies efficient and sustainable. Her presentation concluded with a workshop on Investment Priority Areas of Cagayan for the LGUs.
Mr. Randolph B Cacacho, DTI-R2 Regional Office – OIC Division Chief, Industry Development Division (IDD), one of the resource speakers on the second day of training, presented the overview on the investment promotion in the region that provides a clear summarization on the level of competitiveness and improving the overall investment climate of the LGUs in the region.
Mr. Reiner P. Cardenas, DTI-R2 Regional Office – Trade and Industry Development Specialist, presented the role of the Cities and Municipalities Competitiveness Index (CMCI) as an annual ranking of Philippine cities and municipalities that will empower the LGUs to boost local competitiveness by incorporating the five main pillars: economic dynamism, government efficiency, infrastructure, resiliency, and innovation. Whereas, Ms. Alyza Layson, Local Government Monitoring and Evaluation Unit Chief, presented the Seal of Good Local Governance (SGLG) as a cumulative assessment that gives recognition for all LGUs in continuing their commitment to remarkable local government performances. SGLG advocates transparency and accountability in using the public funds in responding to the demands of the citizens.
The activity ended with a closing message by Engr. Elma M. Urbina, Career Executive Service Officer (CESO) IV Provincial Director – Department of the Interior and Local Government (DILG) Cagayan Provincial Office, represented by Ms. Raphoncel C. Taccad, Local Government Capacity and Development Unit (LGCDU) Chief, as she thanked all the partakers for making a movement as they are the innovators in investment promotion.
